Russian Federation to leave ICES

The Russian Federation will officially withdraw from ICES following its temporary suspension on 30 March 2022. The Russian Federation's membership will end on 9 December 2025.

In February 2022, ICES Council published a statement explaining its decision to place a temporary suspension of Russian participation in ICES activities, effective as of 30 March 2022. The Russian Federation has now decided to leave ICES.

Under Article 17 of ICES Convention, a Contracting Party can officially withdraw by submitting written notice to Denmark, the host country of ICES. The Danish government received such notification on 9 December 2024, meaning the Russian Federation’s membership will officially terminate on 9 December 2025.

The Russian Federation has played an important role in ICES throughout our history. The remaining 19 Member Countries will continue to operate under the 1964 ICES Convention, maintaining their collaborative efforts to advance our scientific understanding of marine ecosystems and to provide expert advice to support sustainable management of our oceans and seas.
