The Russian Federation officially exited ICES on 9 December 2025.
Published: 10 December 2025

In March 2022, ICES Council published a statement explaining its decision to place atemporary suspension of all Russian participation in ICES activities, effective as of 30 March 2022.

UnderArticle 17 of ICESConvention, a Contracting Party can officially withdraw from the Convention by submitting written notice to Denmark, the host country of ICES. The Government of Denmark received such notification from the Russian Federation on 9 December 2024, meaning the Russian Federation’s membership officially terminated on 9 December 2025. ICES will continue to operate as it has since the start of the suspension, and all terms of the suspension will remain in effect.

The Russian Federation played an important role in ICES throughout our history. The remaining 19 Member Countries will continue to operate under the 1964 ICES Convention, maintaining their collaborative efforts to advance our scientific understanding of marine ecosystems and to provide expert advice to support sustainable management of our oceans and seas.
