This benchmark workshop is organized to evaluate the current data and assessment methodology for several stocks and to propose improvements outside of the annual assessment environment.

The goal of a benchmark is consensus agreement on an assessment methodology that is to be used in future update assessments. This assessment methodology can be an analytical assessment, but can also be non-analytical, for instance based on trends in an assessment or in a selected set of (survey) indicators, with or without forecasts. The result will be the 'best available' method that ICES advice will be based on. Typically, a stock will be benchmarked every 3–5 years to keep pace with changing situations.

This benchmark will deal with Widely Distributed stocks and ICES will use the results to give advice for 2017. The specific stocks for this benchmarks are:

  • Mackerel (Scomber scombrus) in Subareas 1–7 and 14 and Division 8a–e, 9a (Northeast Atlantic)
  • Horse mackerel (Trachurus trachurus) in Subarea 8 and Divisions 2a, 4a, 5b, 6a, 7a–c, e–k (Northeast Atlantic)
  • Horse mackerel (Trachurus trachurus) in Divisions 3a, 4b, c, and 7d (Skagerrak and Kattegat, Southern and Central North Sea, Eastern English Channel)

A benchmark meeting is open to experts and stakeholders, and is reviewed by external experts throughout the process. A benchmark process takes about five to seven months of preparation and includes a data compilation workshop and a final benchmark meeting.
